As you know, the 21j program funds have been diverted by our legislatures for
other matters. As a result the program is essentially bankrupt. We suggest at
this time writing your state senators and representatives to let them know your
dissatisfaction with how they have handled this matter. To that end, Steve
Dodge, Ray Leather, and I participated in a story written by AP which received
significant play over the weekend.

The 21J program, as the talking points indicate, is one of the states best jobs
and environmental programs. In this economy and enviroment diverting funds just
makes NO SENSE!
